SQL Developer: Tools -> Preferences -> Database -> Third Party JDBC Drivers

The menu Tools -> Preferences -> Database -> Third Party JDBC Drivers allows to specify the location of JDBC drivers so that SQL Developer can be used to connect to non-Oracle databases.
