The %SystemDrive%\Users\Default directory contains template files (i. e. the default user profile) which are duplicated when a new user profile (account) is created.
The exact location of this directory is stored in the registry under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList in the value Default.
