ORA-12560: TNS:protocol adapter error

A probable cause for this error is that the listener is running, but cannot connect to an instance, but compare with ORA-12518: TNS:listener could not hand off client connection.
On Windows, such an instance might be started up with 
oradim -startup -sid <sid>
