plsql_ccflags can be set to any (allowable) value and is used for conditional compilation of PL/SQL programs. plsql_warnings that was in effect when a PL/SQL object was compiled can be queried from dba_plsql_object_settings. prvtmeti.plb, it's also possible to set plsql_ccflags to 'ku$xml_enabled:true'.
