Oracle: Using expressions to set the value of INIT parameters

Starting with 21c, it's possible to use expressions to set the values of init parameters:

• Arithmetic operations: +, -, * and / (for example sga_target = system_memory * 0.5)
• Environment variables (for example db_create_file_dest=$ORACLE_HOME/oracle/database_files)
• min and max functions (for example parallel_max_servers = max(100, processes * 0.5))
