PowerShell cmdLet new-azSqlInstance

The PowerShell cmdLet new-azSqlInstance creates a new Azure SQL Managed Instance.

Such a creations goes through three steps:

• Request validation
• Virtual cluster resizing/creation (This operation can take up to 4 hours!)
• New SQL instance startup
