launch is used to start java programs whose command line options are stored in *.cl files.

.\launch.exe C:\Users\Rene\AppData\Local\Temp\oraInstall\bin dbca.cl
Compare with dbca.bat

Database Upgrade Assistant

.\launch.exe C:\Users\Rene\AppData\Local\Temp\oraInstall\bin dbua.cl

Net Configuration Assistant
